Starting in the 1850s, the rancheros began giving way to smaller agricultural holdings and new settlers. One settler to the area, John Frazier, applied to open the first post office but had trouble naming the new city (“Frazier’s Crossing” and “Buena Vista” were already taken). Frazier finally chose the name “Vista,” and with the opening of the first post office in 1882, Vista had officially arrived.

The Notary Stamp

A notary stamp is a tool that a notary uses to perform his or her notarial duties. A notary stamp placed on a document indicates:

  1. The notary is commissioned by his or her state to perform notarial acts.
  2. The signer was in the physical presence of the notary at the time of the notarization.
  3. The notary performed the verbal ceremony, and the signer acknowledged or swore to the truthfulness of what he or she was signing.
  4. The identity and competency of the signers were verified.

Uniqueness of Thumbprints in History

The uniqueness of thumbprints was recognized by many cultures worldwide throughout history. The imprints of fingers have been found embossed on 6,000-year-old Chinese pottery. According to a Chinese historian, Kia Kung-Yen, thumbprints were found on clay seals, and inked fingerprints were used to "sign" legal documents regarding loans, debts, and contracts. The oldest of the documents, which "survived," is dated to the third century BC. The imprint, which is deeply embedded in the seal, is an important identifying mark.

Notaries did not appear in England until the 13th and 14th centuries because English common law developed independently of Roman law. At first, Notaries were appointed by the Papal Legate or the Archbishop of Canterbury, and most were members of the clergy. Over the course of time, members of the clergy ceased to involve themselves in secular business; thus the laymen in towns and trading centers began to assume the responsibilities and functions of a modern Notary.

Dogs Have Unique Nose Prints

A dog’s nose prints are as unique as a human’s fingerprints and can be used to accurately identify them. If you look closely at a dog’s nose, you will see lines forming patterns, just like fingerprints. In fact, the Canadian Kennel Club has been accepting dog nose prints as proof of identity since 1938.

Modern Military IDs Missing Physical Description

Although a military ID is listed in California as an accepted form of photo ID, Civil Code 1185 requirements indicate that it must list a physical description of the holder. Unfortunately, many modern military ID cards do not have the required physical description. Certain uniformed services ID cards in the past have met the minimum requirements of Civil Code 1185, which is in need of revision on the point of military IDs.

What is a Signature by Mark?

Signature by Mark

A signature by mark is when a signer who is unable to write their name signs a document using a mark such as "X" instead and has the mark notarized. Several states require one or more witnesses to be present when the signer makes the mark. California limits the use of signatures by mark (for real estate conveyed or encumbered specifically) to persons who lack the ability to sign their name or who have a physical impairment or other condition that prevents it.

Who is a Credible Identifying Witness?

A credible identifying witness is a person who vouches for the identity of a signer. Essentially, a credible identifying witness serves as a human ID card. In California, a credible identifying witness must personally know the signer and cannot have an interest in or benefit from the document being notarized.

When the original thirteen colonies formed into a union and wrote a constitution, nothing was mentioned about appointing notaries in the document. Whether it was just an oversight or was intentional, since no mention of notaries was included, it caused the full power over notaries public to be pushed to the individual colonies/states.

Any person who qualifies as an “owner” of a cannabis manufacturing business must complete an annual Live Scan background check to renew their license. The Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA) and section 40102 of the CDPH emergency regulations defines an owner as:

  • Anyone with 20% or more ownership interest, or
  • Anyone who participates in the direction, control or management of the business, including the board of directors (if a nonprofit), general partners (if a partnership), LLC members, CEO, or officers/directors (if a corporation).

All new security guards must complete a 8 course, pass a written exam, and have their fingerprints taken for a Live Scan background check. The prints will be run against both FBI and DOJ databases.  At that point, the application for a guard card can be submitted to the California Department of Consumer Affairs, Bureau of Security and Investigative Services (BSIS).

In colonial times, when it took weeks to cross the Atlantic, notaries were invaluable to trans-Atlantic commerce. Before the advent of electronic communication, merchants on both sides of the Atlantic depended on notaries to be honest third parties in reporting damage to ships or cargo — a notarial act known as a “marine protest.”

 

 

When Presidents Appointed Notaries

From the late 1790s through the early 1900s, notaries public for the District of Columbia were appointed by the President of the United States. Their credentials were for five year terms, and they could be removed at the whim of the sitting President. As of today, the Mayor of DC handles appointments for notaries operating within the territory.

Before the Apollo 11 spacecraft launched, Neil Armstrong and the rest of the crew were highly aware of the huge risk they were about to take. Life insurance for their mission was, understandably, unaffordable. The crew came up with a way to create their own life insurance policies; they signed hundreds of pieces of space memorabilia. Each piece was postmarked on important dates, such as the launch date and the day they landed on the moon. If the mission had gone wrong, and lives were lost, the families could have made a lot of money from this memorabilia.

Museum of the Moon is a touring artwork by UK artist Luke Jerram. Measuring seven meters in diameter, the moon features 120dpi detailed NASA imagery of the lunar surface. Over its lifetime, the Museum of the Moon will be presented in a number of different ways both indoors and outdoors, so altering the experience and interpretation of the artwork. As it travels from place to place, it gathers new musical compositions and an ongoing collection of personal responses, stories and mythologies, as well as highlighting the latest moon science.

Alphonse Bertillon was a French policeman and researcher who capitalized on the fact that each person’s body proportions are different. He developed a way of using photographs to measure a person’s unique dimensions—a technique that’s still reflected in jailhouse mug shots. The Bertillon System, as it came to be known, was adopted by law enforcement agencies in Europe and North America and used for three decades.
